European Gendarmerie

French Gendarmerie 
The French Gendarmerie are military police, that actively police the country even during peacetimes without emergencies. There are 98,000 Gendarmerie units in France, compared to 144,000 total national police employees, creating a grand total of approximately 240,000 police forces. On top of this, there are an additional 18,000 local police. Roughly 40% of  French police are military police, and they cover approximately 90% of the French territory. They are used disproportionately to national and local police, as well as in situations where SWAT teams may be deployed in other countries.

Italian Carabinieri
Italy has a total of 324,339 police employees, while it has 109,499 Carabinieri, 33% of their entire police forces, and SWAT teams or other "militarized" police are excluded from this.

Spanish Civil Guard
Spain has 80,000 people in their Civil guard, out 250,000 police forces, or roughly 30% of their entire police force.
